  • Functional units — use the mission, strategy, ANCHOR and values of the larger organization as the means for categorization.
  • Do not discuss work in terms of important and not important — use strategic alignment language. Avoid the word "important" altogether when describing work.

What does good look like? Clear delineation of work activities between competitive, enabling, necessary and compliance activity — and work activities categorized and aligned to strategy within a standard distribution (Competitive 15%, Enabling 20–25%, Necessary 60–70%, Compliance 5–10%).
